Masterplan Framework Document

In Spring 2023, the Berinsfield community was invited by JTP on behalf of Ptarmigan Land to the Berinsfield Garden Village Community Planning Weekend to help shape a Vision for the future of the Garden Village, including the area of undeveloped land on the former Mount Farm airfield. Since then, the Ptarmigan team has been working on refining the proposals into a comprehensive plan, now known as the Land at Mount Farm, Berinsfield Garden Village, Masterplan Framework Document (MFD). The draft MFD exhibition was held on Tuesday 23 January 2024 at the Berinsfield Community Association. Following analysis of comments received by the Ptarmigan team and further work on the MFD, the document was submitted to SODC in early May 2024. The MFD stage will be followed by an Outline Planning Application for the site, which will include further opportunities for the public to comment and influence proposals for the site.

In June 2019, Berinsfield was awarded Garden Village status by the Government. The Garden Village includes undeveloped land to the east of the existing settlement on the former airfield which has been allocated in the South Oxfordshire District Council (SOCD) Local Plan (adopted December 2020, strategic allocation Policy STRAT10i). This land will provide new homes, employment space, services and facilities, all in support of the regeneration of Berinsfield and the delivery of the necessary community amenities.

Ptarmigan Land is currently seeking to develop proposals for the Garden Village by working with the local community and other stakeholders to design a comprehensive masterplan for Mount Farm and the existing village of Berinsfield as required by SODC Local Plan policy. They have appointed JTP, architects and community planners, to facilitate the Community Planning process as an opportunity for the community to share local knowledge and participate in shaping a new Vision and the final proposals.

Berinsfield Fireworks Display, Sunday 3 November 2024

Ptarmigan Land is delighted to again be sponsoring the annual Berinsfield Fireworks Display this year. This is a free community event for everyone to enjoy. The 6th Berinsfield Annual Fireworks will take place from 4-8pm, Sunday 3 November 2024 at Berinsfield Recreation Ground with a funfair and food available. The fireworks display will begin around 7pm and last about 10 minutes.

We are really pleased that the sponsorship of last year’s Fireworks Display helped create such a successful event and we are delighted to be sponsors again this year. The event will bring the whole community together for what will be an amazing evening amongst supporters, friends and family and the funds raised on the evening will go towards supporting the great work of the Berry Youth Centre. We wish everyone a spectacular evening!

Berinsfield Village Fete, July 2024

On Saturday 13 July 2024, the Ptarmigan team were at the Berinsfield Village Fete from 11am to 3pm for another chance to find out the latest on the proposals. It was great to meet so many members of the local community and have a chance to chat about the proposals and answer questions. Thank you to the organisers of such a successful event and thank you everyone who dropped by our stall.

Masterplan Framework Document Public Exhibition, January 2024

Following the Berinsfield Garden Village Community Planning Weekend, the Ptarmigan Team continued working with stakeholders and the community to refine the proposals into a comprehensive Masterplan Framework Document. The emerging proposals were exhibited on Tuesday 23 January 2024 at the Berinsfield Community Association.

After the public exhibition, the Ptarmigan team assessed the comments received and made revisions as appropriate, before submitting the MFD to South Oxfordshire District Council in May 2024. Download the document here.

What is the Masterplan Framework Document (MFD)?

The Masterplan Framework Document (MFD) provides the building blocks for how the community at Berinsfield will be brought forwards, focusing on key topic areas such as landscape, transport and movement, community and stewardship. It will inform the future Outline Planning Application on site.

Following the Community Planning Weekend, the Ptarmigan team reflected on and summarised the outcomes and drew up an illustrated Vision for Berinsfield Garden Village, which was reported back to the community on Tuesday evening, 18 April 2023. A Vision for Berinsfield Garden Village Community Planning Weekend, March and April 2023

On Friday 31 March and Saturday 1 April 2023 the local community was invited by Ptarmigan Land to the Berinsfield Garden Village Community Planning Weekend workshops & exhibition to help design a comprehensive masterplan for the Mount Farm site and the existing village of Berinsfield.

At the Community Planning Weekend there was an exhibition, minibus site visits and a chance to participate in workshops and hands-on planning groups. JTP team members were on hand to answer any questions throughout the event.
